Kvinna till Kvinna is looking for a Program Developer to support the start up of Kvinna till Kvinna’s new program in Ukraine.

Kvinna till Kvinna is a non-profit organisation that supports women’s organising in conflict-affected contexts with the aim to advance women’s rights and promote sustainable peace. It does so by strengthening and supporting women’s rights organisations (organisationally, thematically and financially). Kvinna till Kvinna is organised around three departments – Program, Communication, and Method Development- and Support. Through its Headquarter in Stockholm and 12 country offices, it nowadays supports more than 100 women’s rights organisations in five different regions (Western Balkans, South Caucasus, Middle East and North Africa, West and Central Africa).

Kvinna till Kvinna will, pending funding, set up a new office and new program in Ukraine during autumn 2017.

The Program Developer belongs to the Program Department and reports to the Regional Manager for the Western Balkans and Ukraine. The Program Developer works closely with the Head of Office in Ukraine and with advocacy advisors in the Communications Department. The Program Developer is stationed in Stockholm and is expected to conduct several trips to Ukraine.

Job Description

As Program Developer you are responsible for ensuring that programs are developed in accordance with working methods, strategies, policies, and methods of Kvinna till Kvinna. You contribute directly to the planning, implementation and follow-up of the programme, and you hold administrative and financial responsibility, including for the overall country budget. As Program Developer you draft project proposals and analytical reports to donors, as well as doing regular budget follow-up. In addition, you are expected to closely follow reporting about developments in Ukraine and contribute to context and security analysis.

More specifically, the work of the Program Developer entails the following tasks, which can have different weight in different periods, depending on the program cycle:

  • Monitor funding opportunities; develop applications and budgets
  • Prepare material to support the strategic planning for the country and coordinate the annual work planning;
  • Produce result reports and other documents to the donors and for internal Kvinna till Kvinna communication channels;
  • Establish agreements with partner organizations and prepare necessary documentation to the project controller;
  • Quality assurance of new applications from partner organizations;
  • Ensure that activity reports and financial statements from the partner organizations are in accordance with the contractual obligation;
  • Lead the process in cases of suspected corruption and coordinate the investigation with the Anti-Corruption Advisor at the Head of Office.
  • Review and provide support for communication activities and advocacy efforts.
  • Follow development of Swedish and international development cooperation within delegated responsibilities.
  • Contribute to context analysis, including safety assessment.
  • Contribute to the development of country strategies.
  • Contribute to the development of methods.
  • Contribute to maintaining contacts with external stakeholders relevant to the program.


Professional qualifications

  • Academic degree in relevant fields, such as political science, international relations, development studies, peace- and conflict studies, gender studies, human rights or law.
  • Minimum five years of experience from working with international development cooperation or similar fields, including project management, reporting on results and experience from administrative and economic work.
  • Minimum two years of experience from development cooperation in a conflict affected context.
  • Experience of budgeting and budget follow-up of development projects.
  • Experience in identifying funding opportunities and draft program proposals and reports to donors.
  • Experience in drafting and establishing cooperation agreements with local partners.
  • Experience of independent work with research/monitoring and evaluation
  • Experience and knowledge about working with women’s rights and/or peace building
  • Fluency in English and documented experience in proposal – and report writing in English.
  • Solid computer skills and experience working with the Office programs.

  • Experience from working with or in Ukraine
  • Knowledge of Ukrainian civil society
  • Knowledge of Russian, Ukrainian or Swedish
  • Knowledge of Swedish development cooperation
  • Experience working with EU funding
  • Experience of handling corruption cases in complex contexts
  • Knowledge of gender, conflict and human rights within development cooperation.

Terms and conditions of employment

Permanent employment, including 6 months’ probation period. Kvinna till Kvinna has Collective agreement (Tjänstemän Idea, Unionen och Akademikerförbunden). Goal-oriented work hours apply to this position.

Start of employment at the beginning of September 2017.
