The Kvinna till Kvinna Foundation’s Western Balkan Regional EU Advocacy programme.

Background information

The Kvinna till Kvinna Foundation has cooperated with women’s organisations in the Western Balkans for the past 20 years. Until 2014, the Kvinna till Kvinna Foundation provided support to over 50 women’s organisations in Albania, Bosnia-Herzegovina (BiH), Kosovo, Macedonia, Montenegro and Serbia, built on the Kvinna till Kvinna Foundation’s mandate to strengthen women’s organising in conflict regions. The goal of the Kvinna till Kvinna Foundation’s work is for women’s power and influence to increase.

The programme “Strengthening Women’s Rights, Participation and Influence in the Western Balkans” aims to strengthen women’s rights and women’s equal participation in decision-making in the Western Balkans. The programme contributes to gendering the EU accession processes and strengthening civil society organisations in the six EU accession countries and regionally.

The purpose of the Kvinna till Kvinna Foundation’s regional program is to make use of the window of opportunity provided by the conditionality of the EU-accession process, to achieve positive change with regards to gender equality and women’s rights in the region. The strategy is clear: local women’s organisations monitor the situation and advocate for necessary legal and political changes – locally, nationally and regionally, with the instrumental support of Kvinna till Kvinna.

The fact that this programme is developed based on EU-advocacy experiences from previous programmes implemented by the Kvinna till Kvinna Foundation, allows for several visible results in spite of the short time period. This new approach of the Kvinna till Kvinna Foundation of focusing mainly and consistently on advocacy, while keeping the core activities of partner organisations, is an approach with great potential, allowing the Kvinna till Kvinna Foundation and partner organisations to focus fully on advocacy, rather than treating it as an add-on, which brings an improved quality to the work.

The three intermediate objectives of the programme are: Increased visibility of women’s human rights in EU accession documents; Increased participation of women’s organisations in the EU accession process and Increased prioritisation of women’s human rights by governments in the EU accession process.

The programme consists of two main components: (A) financial support to partner organisations and (B) capacity development activities for the partner organisations and other women’s CSOs in policy advocacy and networking, communication and advocacy interventions, planned and arranged by Kvinna till Kvinna in dialogue with partner organisations.

The assignment: Evaluation – focus on learning and sustainable results

With this backdrop, in the perspective of the efforts that Kvinna till Kvinna and partner organisations have put into advocating women’s human rights and gender equality in the accession/integration processes, Kvinna till Kvinna would like to evaluate the program half way through (mid-term review), with special focus on partnership / partner support and extract the learnings from this process.

The consultant/s is to perform an assessment to review the impact of Kvinna till Kvinna’s advocacy support to partner organisations, as well as the impact of the advocacy performed by partners supported by Kvinna till Kvinna.

The consultant/s should take into consideration the aggravating circumstances of the shrinking space for civil society in the Western Balkan.

The assessment shall include the following:

A. An overview of the joint regional advocacy outcomes on the national level accession processes and analysis of potential added value in a regional approach;

B. An analysis of the effectiveness of the advocacy on WR/GE issues of local women’s organisations, including identifying obstacles and enabling factors;

C. An assessment of Kvinna till Kvinna’s support to partner organisations, including recommendations and good practice;

D. Recommendations for Kvinna till Kvinna as to how best to focus its advocacy in Brussels.

Overarching questions to be answered:

Learning:

  • How have targeted organisations been strengthened in their advocacy work by the support from Kvinna till Kvinna? (Funding, capacity building, door-opening, networking?) If not, why? (There is an advocacy assessment tool being developed the Advocacy Unit currently at Kvinna till Kvinna that can be adapted and used to gather information in this area, according to an agreement of the parties.)
  • Has Kvinna till Kvinna support lead to collaboration between women’s organisations on advocacy? If so, has this collaboration been useful, and/or sustainable? What are the benefits/possible drawbacks?
  • Has Kvinna till Kvinna support lead to a broadening of issues / “acquis chapters” that targeted organisations actively work on? If so, which issues?
  • Has Kvinna till Kvinna contributed to broadening the target group or introduce new target groups for the advocacy carried out by targeted organisations? If yes, how/to which groups?
  • What has been the major shortages in Kvinna till Kvinna’s support to targeted organisations?

Results:

  • How have advocacy efforts supported by Kvinna till Kvinna been perceived by the target groups (EU, selected MS MFAs, WB national and local governments)? Have advocacy efforts supported by Kvinna till Kvinna contributed to increased prioritization of women’s human rights by WB Governments? How/examples?
  • What are the learnings/insights of target groups after contact with Kvinna till Kvinna and/or targeted organisations, that they have been able to use/implement in their work, if any?
  • How have POs been perceived by advocacy targets locally, nationally and regionally/from the EU? Have target groups kept contact with POs after their initial contact? Has the advocacy effort resulted in open continuous dialogue? If so, how? If not, why?
  • Have POs been able to widen their networks locally/nationally/regionally/EU-level? If yes, has it delivered any added value? What? How?
  • Provide examples of successful advocacy (“stories”) by Kvinna till Kvinna and/or the targeted organisations? What have been the key factors for success?

Methodology

The assignment will be conducted partly as a desk study of available material. In order to complement the document review, interviews with relevant representatives of Kvinna till Kvinna, targeted organisations and target groups will also be conducted in the six Western Balkan countries and in Brussels.

A more detailed framework for the evaluation will be discussed and developed by the consultant in dialogue with the WB team and the Advocacy unit at KtK, at the beginning of the contract period.

Deliverables

  • Work plan including activities, documents to be reviewed and timetable (to be developed in close consultation with Kvinna till Kvinna staff);
  • Draft mid-term evaluation report (including final list of documents reviewed);
  • Final mid-term evaluation report.
  • Seminar delivered at Kvinna till Kvinna (either in Western Balkans or in Stockholm) presenting and discussing lessons learned and recommendations.

Foreseen timeframe

Workplan ready: 15 June 2017.

Interviews during: 15 June – 15 July 2017.

Draft of findings: 7 August 2017.

Final report: 15 September 2017.

Total of approx 20 working days (including seminar to present and discuss results, negotiable +/-20% in light of a detailed workplan).

Required skills and competencies:

The consultant/s should have:

  • University degree, preferably in political science, gender studies, international law, human rights or other related disciplines;
  • Extensive knowledge about the EU Enlargement agenda;
  • Familiar with the Western Balkan context, including extensive knowledge about gender, civil society and shrinking space in the Western Balkans;
  • Experience in advocacy towards the EU;
  • Excellent command of English, including writing skills;
  • Excellent analytical skills, including ability to analyse policy and political processes;
  • Ability to plan and meet requirements on time.

Financial framework

The consultant/s’ fees shall be specified as fees per day (per person, if applicable) including taxes, social security contributions and VAT. The total budget for the assignment shall cover all the costs, including salaries, travel and per diem and any other expenses related to the assignment such as hiring of interpreter/ local team members.

Contracted consultant/s cannot further subcontract the assignment. In cases where the tender includes a team of consultants, their division of labour shall be presented in advance to Kvinna till Kvinna.

Deadline for submission of tender

Tenders must be sent to Kvinna till Kvinna no later than May 22, 2017.

Kvinna till Kvinna intends to sign a contract no later than May 30, 2017.
